Why variance detection at provincial scale needs a data contract

A rule can only fire reliably if the concept it watches means the same thing everywhere. At provincial scale, that requires platform-level concept governance: stable definitionIds and linkIds, coded values from authoritative sources, and validation at the point of capture. Without it, the same clinical concept carries a different name and vocabulary in every programme, and a variance rule that works in one site silently misses deviations in another.
