Don MacArthur
Chief Innovation Officer
Don is responsible for looking ahead, exploring new ideas and figuring out how they can be turned into actual products and services that make a real impact for our customers.
With 27 years of experience in health systems technology, Don brings a deep understanding of solution and architecture design. Having worked across public and private sectors with organisations like Alberta Health Services and the Provincial Health Services Authority (PHSA), he has tackled everything from implementing large-scale electronic medical record systems and managing ambulance services to building data repositories and enhancing diagnostic imaging. This diverse background gives him a well-rounded perspective that he uses to drive innovation at TMS.

Michael Watson
Chief Operating Officer
Michael leads operations, partner development and strategic scaling at TMS with a focus on designing systems for growth, driving business development and building strong relationships with healthcare clients, strategic partners and delivery teams.
Michael brings over 20 years of experience in service delivery, workforce strategy and operational excellence. He played a founding role in shaping TMS’ mission and delivery model, transforming it from a recruitment-led initiative into a managed services firm supporting registry modernisation, application support and health data analytics.
In addition to his leadership role at TMS, Michael maintains a fractional role as Partner at TEEMA Solutions Group, one of North America’s leading talent firms, where for 15 years he specialised in designing custom workforce solutions for public sector and enterprise clients. Michael holds a bachelor’s degree in business administration from the British Columbia Institute of Technology.

Kristina Friesen
VP, Products & Delivery
Kristina leads product strategy and solution delivery at TMS, overseeing the development of both Tessera and PRISM, the registry platform built in partnership with the Provincial Health Services Authority.
Kristina’s career spans scientific research, stakeholder-driven environmental policy and digital health delivery. Before entering the health IT space, she worked as a scientist with Environment Canada and later led a regional air quality organisation coordinating multi-sector monitoring and planning efforts. These experiences have given her a systems-thinking mindset and a deep respect for data quality and public-sector accountability.
Kristina holds a bachelor of science specialisation degree in chemistry and certifications in business analysis and Epic clinical systems. At TMS, she is also leading the company’s exploration of AI and advanced analytics platforms like Microsoft Fabric to enhance the reach and relevance of registry-based tools.

PRISM is the visible evidence of that work. In production at the Provincial Health Services Authority (PHSA) in British Columbia, PRISM hosts specialty registries across a range of clinical programmes. PHSA owns PRISM. TMS built it and continues to operate it alongside PHSA.

Ten years of provincial-scale analytical use
The Cardiac Services BC outcomes analysis team has been working with TMS-built clinical registry data continuously for ten years. Across that decade, through schema evolution, programme expansion, and changing analytical questions, the team has not encountered an analytical task it could not perform on this data. Most analyses have been made easier than the alternatives the team came from.

We are integration experts. We have built and operated integrations across a wide range of source and destination systems at provincial scale, including clinical and laboratory feeds and the provincial client registry.
The Tessera step
Tessera is a ground-up new TMS platform, built by the same team, applying the lessons of a decade of provincial-scale delivery. It is not a repackaging of PRISM; it is a new architecture. Tessera is a Canadian-built specialty digital twin platform with FHIR-native data capture, a platform-level data contract, local AI support, and care-team-wide data sharing. It works alongside your EMR/EHR. It does not replace it.

The team builds and operates clinical platforms for the public sector, balancing delivery discipline with the data-quality and accountability standards that provincial health systems require.
